In 2016, the State of New Mexico launched an upgrade to Oracle PeopleSoft ERP under the SHARE program, targeting the ERP Financial category to restore trust and standardize statewide financial and HR operations. The upgrade program moved the environment to PeopleSoft FSCM 9.2 and HCM 9.2, with a deliberate emphasis on engaging end users and agency leaders throughout configuration and acceptance testing.
Prior to the upgrade, Department of Information Technology had migrated SHARE to a virtualized application architecture running LINUX and new database hardware, which delivered measurable infrastructure stability and performance gains. The 2016 SHARE upgrade focused on configuring Oracle PeopleSoft ERP modules to enforce enterprise financial controls, streamline employee accountability, and standardize business processes for time reporting, approvals, and accounting workflows.
The implementation expanded operational coverage to 120 independent state agencies, boards, and commissions, centralizing transaction approvals and document processing workflows that had previously been performed manually or outside the system. The upgrade enabled visible, auditable approvals and reduced reliance on paper based supporting documentation routed to the Department of Finance Administration, reshaping end to end financial and payroll processing across the State.
Governance and process transformation were core to the rollout, with DoIT prioritizing transparency, continuous communication, and cross agency collaboration to shift organizational culture. Key agency leadership adopted an enterprise view of requirements, agencies worked across silos, and redesigned time reporting and approval workflows, outcomes that eliminated overpayments, removed more than half a million supporting documents from manual routing each year, and made accounting more consistent and traceable under the Oracle PeopleSoft ERP deployment.

In 2025, New Mexico engaged LearningMate to design and build a multi agency P20W+ longitudinal data system connecting ECECD, PED, HED and DWS. The implementation included a P20W+ common data model, ingest and ETL pipelines, probabilistic record matching and identity resolution capabilities, and an analytical layer for cross agency reporting and cohort analysis. LearningMate Kadal AI was used to enable AI assisted analytics workflows and model orchestration, an interpretation inferred from the vendor case study rather than explicitly declared by the state.
Integrations consolidated administrative data feeds from the Early Childhood Education and Care Department, the Public Education Department, the Higher Education Department and the Department of Workforce Solutions, enabling longitudinal linking across pre K through workforce. Operational coverage spanned multiple state agencies across New Mexico and focused on supporting analytics for student outcomes and cross agency policy analysis.
Project governance established cross agency data sharing agreements, role based access controls, and an enterprise data governance process to manage matching rules and analytic model deployment. The stated objective of the implementation is to improve student outcomes and cross agency analytics, as reflected in the state engagement and vendor documentation.
