Microsoft Legacy Microsoft Dynamics 365 for Finance and Operations ERP Financial ERP n/a 2022 2022
In 2022, New York City Department of Environmental Protection implemented Microsoft Dynamics 365 for Finance and Operations as its ERP Financial solution. The deployment combined Microsoft Dynamics 365 Finance, Dynamics 365 Supply Chain Management, and the UMAX utility-focused extension to address billing, payments, customer self-service, field service, and business intelligence reporting across the department. The implementation configured functional modules for multi-rate billing, payment processing, cashiering, customer self-service Power Pages, field service management, and consolidated BI reporting. A dedicated data cleansing team completed 11 data conversions and consolidated four years of transactional history into a near one terabyte operational database supporting more than 850,000 customer accounts, enabling consistent financial ledger and billing records within Microsoft Dynamics 365 for Finance and Operations. Architecturally the solution resides in Microsoft Azure and includes about 25 interfaces between internal and external systems, integrating with banks, payment processors, the NYC Department of Finance, the Paymentus payment gateway, and a third-party field service system called ServiceLink. Azure was used to mediate communications between UMAX on Dynamics 365 and ServiceLink, and a cashiering application at borough offices communicates with the Dynamics 365 database via Azure, consolidating front-office and self-service data into a single platform. Governance and rollout included upfront analysis and design, coordinated schedules with multiple third-party partners, and a hybrid delivery model where most implementation and testing ran remotely due to the global pandemic while selected training was conducted in person. The program emphasized conversion governance, interface reconciliation, and joint operations between DEP staff, Itineris as the UMAX contributor, and Microsoft teams to synchronize cutover activities and post-launch support. Explicit outcomes reported include stronger cloud-native security, disaster recovery managed by Microsoft rather than fully internally, simplified month-end financial reporting with batch processing capacity such as processing 70,000 bills in a five hour nightly job, a 50 percent reduction in external consultant headcount supporting the platform, reduced paper handling, improved work queue management through role-based workspaces, an expanded mobile-friendly self-service portal, a modernized bill format, and expanded payment acceptance via Paymentus with additional methods planned including Amazon Pay and PayPal.
