In 2023 OECD implemented SAP S/4 HANA as its ERP Financial application to centralize corporate finance capabilities within the Programme, Budget and Financial Management Service and the Programme of Work Management Division. The deployment is positioned to support stewardship of the Organisation's financial resources and the Programme of Work and Budget process across the EXD/PBF service.
SAP S/4 HANA was configured to address core ERP Financial workflows including budget planning and elaboration, budget execution and monitoring, general ledger and accounting, cost and project accounting for programme portfolios, and consolidated financial reporting and dashboards. Configuration work referenced the existing Budget Elaboration Tool BET and Operational Budget Management and Reporting OBMR workflows, and standard ERP Financial controls and validation for compliance with OECD financial regulations were incorporated.
The implementation includes explicit integrations with BET, OBMR, Business Objects and the PWCM toolset to preserve existing programme of work inputs and reporting pipelines while routing transactional posting and reporting into SAP S/4 HANA. Operational coverage centers on the EXD/PBF service and its six business units, including the Programme of Work Management Division and multiple Management Support Groups where Corporate Finance Officers and PWM staff execute budget control, monitoring and reporting tasks.
Governance and process changes accompanied the rollout, with emphasis on training, consolidated dashboarding, maintenance of finance guidelines and the transition of financial tools and reporting to SAP HANA in support of the PWB reform. Change management responsibilities were aligned with the EXD/PBF units to ensure ongoing support for budgetary rules, corporate processes and the training of resources on SAP S/4 HANA and associated reporting tools.

The feasibility work informed process standardization priorities and governance rules to reduce operational disruption during adoption of SAP HCM (HR) as the organization wide Core HR platform.
