In 2010, Open Polytechnic of New Zealand implemented Oracle JD Edwards EnterpriseOne as an ERP Financial application to establish institutional financial management capabilities. The deployment targeted core financial management functions to support programme financial management, budgeting and forecasting for online learning initiatives and campus operations. Oracle JD Edwards EnterpriseOne was configured to underpin an online learning resources programme and was integrated with a Cognos upgrade for reporting, custom Java components, and Microsoft SharePoint for content collaboration and document management. Delivery practices included formal planning with risks and issues management, benefits realization registers, initiation, execution with monitoring and controlling, project closures, programme financial management and forecasting, and establishment of a programme and project governance framework for timely decisions. Operational scope spanned IT, instructional design, content authors, marketing and quality assurance teams, with external vendors engaged as part of delivery. The programme management office evaluated project management toolsets and assessed industry standard methodologies such as PRINCE2 and PMI/PMP, Critical Chain and TOC for effective resource management, while mentoring project managers and team members to mature programme execution.

In 2021, Open Polytechnic of New Zealand deployed AMS Pulse Payroll from Advanced Management Systems as an outsourced cloud Payroll solution. The deployment removed the need for new on premise hardware and was scoped to deliver HR and payroll functions across New Zealand for the institution and its approximately 30,000 learners and staff. The implementation delivered core functional modules including Payroll, Leave Management and Management Reporting, consolidating payroll processing, leave administration and reporting workflows into AMS Pulse Payroll. Configuration work focused on cloud based payroll schedules, leave accrual rules and management reporting templates to align with sector pay cycles and compliance requirements. Operational coverage included HR and payroll teams and administrative sites across New Zealand, with remote accessibility provisions to support distributed staff and administrative processes. Governance adjustments accompanied the rollout, centering on vendor managed service processes and centralized reporting, and requiring the Polytechnic to adapt payroll governance and workflow controls to a cloud delivered model. The implementation aimed to improve compliance, reporting and remote accessibility while providing a single source of payroll and leave data for operational and management reporting.
