Delivery included weekly organization-wide IT Project Review Meetings with senior leadership and cross-functional technical teams, and program management responsibilities covered coordination of engineers and architects across cloud, application, security, network and infrastructure domains to operationalize the Oracle Cloud ERP platform for finance, procurement and HR/payroll business functions.

In 2018, PenFed implemented iCIMS Recruit Applicant Tracking System as its Applicant Tracking System, replacing Oracle Taleo Cloud Service. The deployment centralized recruitment operations for PenFed's Talent Acquisition and Talent Partner teams, including sourcing activities performed by Talent Sourcing Specialists based in locations such as Hatillo PR.
The iCIMS Recruit Applicant Tracking System was configured to support full life cycle recruitment workflows, talent-pool management, and class-based hiring funnels. Functional modules and capabilities implemented include sourcing and candidate pipeline management, requisition management capable of supporting more than 25 concurrent requisitions, candidate outreach and screening via email, phone, and text, and reporting on outreach and response rates.
Operationally the ATS orchestrated assigned outreach plans and pipeline-building activities, and it served as the primary system for tracking sourcing efforts and candidate lifecycle data used by Talent Partners and Talent Sourcing Specialists. Data captured in the iCIMS Recruit Applicant Tracking System was used to influence sourcing strategies and to standardize reporting on outreach and response rates across recruiting teams.
Governance changes focused on formalizing outreach plans, requisition ownership, and a reporting cadence to surface pipeline health. Outcomes described in the implementation context include increased capacity to generate a strong candidate pipeline and targeted support for filling hard-to-fill requisitions, with sourcing specialists actively using iCIMS Recruit from 2018 through the present.
