The InvoiceCloud Digital Billing and Payment portal reached 70% digital payment adoption within the first three months and reduced staff workloads, strengthening San Jose Water's AR Automation capability.

Operational documentation references interfaces and workflow connections with financial accounting tools and systems including JD Edwards Enterprise One, Power Plant, Floqast, Microsoft Excel and database software for ledger reconciliation and payroll accounting tasks. ADP Workforce Now was positioned to exchange payroll journal data and support quarterly and annual payroll tax reporting workflows, while serving the payroll team and finance function led by the Assistant Controller. Governance design emphasized Sarbanes-Oxley internal control compliance, documented policies and procedures, formal auditor interactions and defined issue resolution workflows for pay discrepancies. The implementation embedded review and reconciliation processes, audit support deliverables and ad-hoc analysis capabilities to enable the payroll team to support ongoing accounting controls and process improvement initiatives.

The implementation operated alongside and integrated with key operational systems, including OnBase for document storage and retention, ADP Workforce for timesheet processing and approvals, Zonar for vehicle safety inspection records, Kestral ticketing for infrastructure mapping updates, and GIS programs for spatial planning and field navigation. Virtual training channels such as Skype and Zoom were used to deliver training while field staff also interfaced with procurement and RMA processes to manage tools and repairs. Governance and process controls centered on union workforce management, on call scheduling, weekly departmental meetings, hiring and interview activities for Field Service, Meter Reading and Office staff, and maintenance of department documents and procedures. Operational responsibilities extended to troubleshooting field hardware and mobile devices, maintaining KPI and monthly stat reporting, and ensuring adherence to document retention guidelines within the OnBase file sharing environment.
