In 2018 Sinopec Tech Houston implemented Paychex PEO, replacing ADP TotalSource, to centralize HR and payroll administration for a US research center based in Houston with 40 employees and three facilities across six divisions. The engagement positioned Paychex PEO as the primary PEO (Professional Employer Organization) platform supporting core HR functions while the internal HR Director retained governance and hands on operational control reporting to the CEO.
Paychex PEO was used to centralize payroll processing and benefits administration, and to support ACA reporting workflows including 1094 C and 1095 C preparation as the company qualified as an ALE. The company implemented an HRIS with modules for Performance Management, Employee Training, Progression Ladder, Employee Policies, Leave Requests and Balance, and Employee Profile, and these HRIS modules were aligned with Paychex PEO payroll and benefits services to standardize hiring, onboarding, and payroll data flows.
Operational scope covered HR, payroll, benefits, recruiting, immigration compliance and safety across the three sites and six divisions in Houston, the functions impacted included payroll specialist responsibilities, benefits administration and total rewards design, and ACA and USCIS audit readiness. The program preserved the company relationship with its 401 k record keeper while shifting day to day payroll and co employment administration to Paychex PEO, and continued use of external immigration counsel for USCIS compliance.
Governance and process changes were driven by the HR Director who built the HR function from start up, she authored recruiting and hiring workflows including lawful job descriptions, pre employment testing and background checks, implemented E Verify, created onboarding and outboarding packets such as handbook and COBRA notices, and managed safety training via a new LMS. The move to Paychex PEO was executed alongside the HRIS rollout and redefined payroll ownership, benefits enrollment processes and compliance reporting workflows while keeping centralized oversight of compensation structure and performance management.
