In 2012 the State of California implemented Oracle PeopleSoft ERP as the central system for its FI$Cal program. Oracle PeopleSoft ERP was deployed as the primary ERP Financial backbone to consolidate cash management, procurement, accounting and budget processes across state departments.
The implementation included core financial and procurement modules with configuration of commitment control known as KK, budget to actual reporting, automated month end close tooling, and departmental dashboards branded as Department 360. FI$Cal extended the Oracle PeopleSoft ERP footprint with work centers organized by module and function, a chatbot called FI$bot for user assistance, and ongoing system enhancements coordinated with the Hyperion budgeting and reporting environment.
Integrations and operational coverage were broad and explicitly driven by state agency needs, including interfaces with Cal eProcure enabling some 120,000 vendors to transact with the state, a punchout web catalog developed with the Department of General Services and the California Prison Industries Authority, and data feeds supporting the State Controller's Office and the State Treasurer's Office. The program also layered analytics and cloud services using Microsoft Power BI and Azure Synapse Analytics, and deployed robotic process automation to accelerate repetitive tasks such as purchase order loading and document extraction.
Governance matured through formal reporting to the California Department of Technology including submission of Special Project Report 9 which defined remaining scope and closed seven major functional areas that had been live for more than a year. The implementation included a defined knowledge transfer and transition plan with Accenture as the system integrator, moving FI$Cal staff to operational ownership for PeopleSoft and Hyperion support, enhancement delivery, and user escalation handling as the Accenture contract was wound down.
FI$Cal operates at state scale with approximately 15,000 end users processing more than 360 billion dollars in expenditures annually, while State Treasurer Office functionality handles about 2 trillion dollars in government banking transactions each year. Public transparency features include Open FI$Cal which displays expenditure information for 150 departments and has published over 400 billion dollars in expenditures, and user enablement investments such as the FI$Cal Learning Center and virtual training that supported a transition to remote operations and produced measurable improvements including departments closing their books 11 percent faster year over year.

Transactional integration across these modules routes recorded data to payroll calculations, tax remittance, third party disbursements and expense reimbursements, ensuring the CGI Advantage Human Resource Management Time and Leave instance serves both time capture and payroll feeding functions. The State of California CGI Advantage Human Resource Management Time and Leave Absence and Leave Management,Time and Attendance relationship reflects an end to end HR and payroll business function coupling, with data flows designed to support expense reimbursements and payroll issuance.
