In 2016, the State of Illinois implemented SAP Business Suite on HANA as its ERP Financial platform, launching a planned three-wave rollout that began in October 2016 and concluded the original first-wave scope in January 2019. The program was organized to bring agencies live in clustered waves, targeting more than 50 scheduled agencies and approximately 50,000 employees across state government.
The first-wave scope focused on core finance and accounting functionality, explicitly deploying modules for general ledger, accounts payable, accounts receivable, project accounting, bank reconciliation, budgeting, procurement, and grants management. The pilot cluster that went live in October 2016 consisted of the Department of Employment Security, the Department of Veterans Affairs, and the Environmental Protection Agency, a selection intended to capture diverse application footprints before shifting rollout criteria toward agency likeness for manageability.
Rollout sequencing moved to a second cluster in April 2017 that included the governor’s office, lieutenant governor’s office, customer service center, capital development board, procurement policy board, historic preservation agency, and office of management and budget. Subsequent waves added a cluster of three agencies including the Illinois Department of Revenue in July 2017, five agencies in January 2018, a largest-to-date cluster of 18 agencies in July 2018, two agencies in October 2018, and a final set of 16 agencies in January 2019 to complete the original financial-suite coverage.
The second wave layered SAP HANA on top of the deployed platform to provide advanced analytics and predictive reporting via the SAP HANA cockpit, a capability the State described as being leveraged extensively for agencies coming online and being retrofitted to earlier wave agencies. Program leadership cited a slight delay driven by scope, scale, and resource availability, and positioned the HANA analytics work as the mechanism to align reporting and management across waves.
The third wave is scheduled to deliver the full SAP ERP HCM functionality, covering hiring management, personnel administration, labor and payroll management, benefits, compensation management, time and attendance, and leave management, with that HCM rollout planned to commence following completion of the financial waves. In keeping with the State of Illinois cloud strategy, the longer-term plan is to extend the effort to the full SAP SuccessFactors suite of solutions.

In 2012, the State of Illinois implemented Microsoft BI (SSRS, SSAS, SSIS, SQL Server Reporting) within the Illinois Department of Healthcare and Family Services. The deployment targeted Analytics and BI use cases supporting Medicaid eligibility reporting and Child Support Services case and financial reporting, centralizing reporting, ETL, and analytical workloads under Microsoft BI (SSRS, SSAS, SSIS, SQL Server Reporting).
The technical implementation used Microsoft SQL Server 2008 R2 as the RDBMS and database design artifacts created in Erwin r4, with physical schema objects including tables, indexes, constraints, functions, stored procedures and triggers. Development included authoring T-SQL queries and stored procedures that were scheduled via SQL Server Agent jobs, creating SSIS packages for high performance extraction, transformation and load for the data warehouse, migrating existing DTS packages into SSIS, and promoting packages from development servers to production servers. SQL Server Reporting Services was used to author and deploy reports, producing ad hoc and scheduled reports with sub-reports, drill down, drill through and parameterized report capabilities.
Integration work connected multiple line of business applications to the SQL Server environment and ingested data from Windows and UNIX sources using SSIS and SQL*loader as part of the ETL pipeline. SSAS was used to provision OLAP analytical models to support multi dimensional query patterns and to feed SSRS report datasets. Scheduling and operational orchestration combined SQL Server Agent jobs with Autosys batch files to run core procedures and ETL processes on defined schedules.
Governance and operational controls included unit, functional and integrated testing, documentation of metadata and technical guides, implementation of robust error handling in packages and stored procedures, and use of SQL Server profiler traces for auditing and finding long running queries. Ongoing monitoring and performance tuning of database objects and server configuration were part of the implementation approach to support reliable report delivery and data retrieval.
