In 2013, the State of Minnesota initiated the SWIFT 9.2 Upgrade to Oracle PeopleSoft ERP. The project targeted the PeopleSoft Financial Management System FMS and SupplyChain Management SCM suite, deployed under the ERP Financial category, with a stated objective of conducting a limited application upgrade from version 9.1 to 9.2 while minimizing functional change.
The implementation followed a phased technical approach, with Phase I Initial Feasibility and Scoping complete, Phase II Detail Design Specifications and technical infrastructure builds for development environments in process and near complete, and Phase III Technical Upgrade Execution, Testing, and Implementation under way. Technical scope included version upgrades to PeopleSoft 9.2, selective application of new functionality where necessary, and incorporation of system changes into the State of Minnesota data warehouse to maintain enterprise reporting continuity.
Operational governance was collaborative, led by sponsoring agencies MN.ITServices, Department of Administration, and Minnesota Management and Budget MMB, working with partner agencies and stakeholders to coordinate development, testing, and rollout across statewide financial and supply chain operations. The upgrade encompassed core financial management and supply chain business functions within the Statewide Integrated Financial Tools SWIFT environment, and expressly included data warehouse integration for consolidated operational reporting.
Governance and process guidance emphasized reducing custom modifications and establishing a stable platform for future system functionality and business process improvement. Oracle PeopleSoft ERP was positioned as the enterprise system for continued investment, and the SWIFT 9.2 Upgrade served to modernize the application stack while preserving existing workflows wherever possible.

In 2005, the State of Minnesota implemented Oracle PeopleSoft Absence Management to centralize leave administration across state agencies. This deployment falls under the Absence and Leave Management category and supported administration of leave of absence programs for organizations with employee bases up to 10,000, standardizing intake, documentation, and tracking workflows across HR units.
Oracle PeopleSoft Absence Management was configured to handle core absence workflows, leave of absence case tracking, documentation intake and retention, and coordination with benefits enrollment processes. Functional emphasis included processing LOA paperwork, tracking essential information for employee pay actions, and embedding procedural guidance for COBRA, flexible spending accounts, retirement eligibility, new hires, long term care, and layoffs as documented in the state insurance procedural manual.
Operational integrations and coverage focused on HR departments, insurance carriers, and occupational health staff, with administrators interfacing with occupational nurses to obtain medical documentation and justify leave duration. The implementation supported appeals processing through committee workflows, routed required medical documentation into case records, and included training and technical assistance for agencies, carriers, and employees on system navigation and benefits provisions.
Governance and process discipline were reinforced by authoring a comprehensive insurance procedural manual that consolidated rules for COBRA, leaves, eligibility, PeopleSoft procedures, and related benefits topics, and by formalizing appeals committee responsibilities. Staff responsibilities included drafting correspondence, maintaining records, preparing presentations, educating employees during open enrollment, and ensuring timely and correct processing of LOA paperwork and employee pay while providing ongoing support to agency HR teams.
