In 2011, State of Mississippi implemented SAP Public Sector Management (PSM, FM, GM, BCS, PSCD) as its Government ERP, with SAP acting as the SI/VAR for the engagement. The deployment was executed for the State of Mississippi Department of Finance & Administration, aligning public sector financials and grants workflows under a centralized SAP application footprint.
The implementation used core SAP Public Sector Management modules including Funds Management FM, Grants Management GM, Public Sector Contracting and Debt BCS, Public Sector Collections and Disbursements PSCD, and finance capabilities aligned with FICO and fixed assets. Configuration work focused on end to end Grants Management lifecycle support, covering internal order structures, sponsor and sponsored program/class setup, pre award through closing, budget transfer controls, billing, payments and grant reporting. Fixed assets and asset disposal processes were restructured to support CAFR reporting and state property use cases including governor's mansion property.
Integrations were explicitly implemented between grants and sales billing to automate a Debit Memo Request as part of the grants billing lifecycle, and interfaces were built for disposal of assets from multiple agencies. The project implemented CMIA interest reporting and resource related billing to capture interest and bill federal funding appropriately, and extensively used SAP worklist functionality to orchestrate task flows across finance, grants and asset management teams.
Governance work included developing a formal strategy to plan, track, coordinate and execute an ECC upgrade, plus process restructuring to optimize public sector budgeting and to resolve multiple budgeting issues. The State documented improvements to both grantee and grantor management, enhanced resource related billing and reporting structures, and implemented main and pass through grants tracking to manage interagency fund flows.
