In 2005 the State of Rhode Island implemented Oracle E-Business Suite as the original platform for its RIFANS accounting system, deploying the application within an ERP Financial context to centralize state accounting functions. The implementation was not completed to full scope, and critical enterprise modules for Human Resources and Payroll were not addressed during the initial rollout.
The State of Rhode Island retained Oracle E-Business Suite for core financial processing and the RIFANS accounting workflow, while Human Resources and Payroll capabilities remained unimplemented, creating a split between financial operations and workforce administration. The ERP Financial deployment was intended to provide integrated general ledger, accounts payable, and receivables functionality, consistent with standard ERP Financial capabilities for state government accounting and internal control.
Subsequent attempts by the State to procure and stand up separate software solutions occurred without a comprehensive plan to achieve full ERP integration, which produced failed integration outcomes and duplicated effort across systems. The State halted work on a time and effort reporting system project due to an inability to interface that system with other State information systems, with approximately $2 million expended through fiscal 2017, and the State terminated the implementation of a Grants Management system after expending $974 thousand through fiscal 2018.
Governance and rollout clarity were core issues, as the incomplete Oracle E-Business Suite implementation and piecemeal procurement of point solutions prevented realization of a unified ERP Financial architecture. The situation constrained departments including finance, human resources, payroll, grants administration, and timekeeping, and resulted in documented project terminations and sunk costs tied to failed integration efforts.

Cross-functional teams collected reporting requirements and transformed them into actionable reports through Workday PRISM, and consultant support was provided remotely under contract, with operational coverage spanning HR, payroll, benefits and timekeeping functions.
