In 2012, the State of West Virginia deployed CGI Advantage Financial Management as the financial core of a statewide ERP program led by CGI. Configuration work focused on standardizing accounting, procurement workflows, inventory controls, and payroll processing across agencies, aligning application capabilities with state fiscal and administrative process requirements common to ERP Financial systems.
Operational coverage extended to 58 independent state agencies and impacted approximately 58,000 state employees, consolidating financial and administrative functions across finance, procurement, inventory management, and human resources. The project used a phased statewide rollout to sequence agency onboarding and to stabilize core transactional processing while expanding operational scope to multiple departments and sites.
CGI served as the system integrator and engaged executive leadership to govern the program, using executive-level stakeholder coordination and phased governance to manage implementation risk and adoption. The program met or exceeded client expectations for customer service and delivery, and CGI leveraged lessons from this engagement in the development of its ERP cloud-based solution that is now in use at additional mid-market accounts.
