In 2018 Tennessee Valley Authority implemented PowerPlan Project Portfolio Cost Management Suite as an Asset Performance Management solution to consolidate project portfolio cost controls and formalize prioritization across its capital project program. The deployment targeted TVA project portfolio management and cost governance functions within the utility project organization, aligning the PowerPlan Project Portfolio Cost Management Suite with enterprise asset investment oversight.
The implementation centered on the PowerPlan Project Management and Project Prioritization modules, configured to capture project-level cost estimates, capital authorization criteria, and prioritization rules for portfolio selection. Configuration work concentrated on workflow-driven intake, standardized cost data capture, and prioritization engines to surface project rankings for investment committees, reflecting Asset Performance Management workflows for project lifecycle cost control.
During vendor selection TVA evaluated Oracle Project Justification and briefly considered IBM Maximo Asset Management for project capabilities, then engaged peers at Southern Company, TECO and Florida Power & Light through site visits and calls to validate PowerPlan performance in utility environments. TVA moved away from spreadsheets and manual processes in favor of module-driven portfolio governance, and PowerPlan was selected because it provided the functionality required without heavy customizations.
Governance for the rollout was led by TVA’s project team and oriented to centralizing project intake, enforcing prioritization criteria, and standardizing cost reporting across capital programs. PowerPlan Project Portfolio Cost Management Suite was embedded to operationalize portfolio prioritization and project cost management under a unified Asset Performance Management framework, and PowerPlan delivered the required functionality for TVA’s documented project needs.
