The Co-operative Group implemented Oracle Cloud ERP in 2016 as an ERP Financial program, executing a SaaS migration from Oracle E-Business Suite R12 to Oracle Fusion. This deployment supported a UK retail enterprise of approximately 70,000 employees, and was positioned as a high profile Oracle Cloud ERP rollout to deliver new functionality and cost savings during 2017.
Implementation scope focused on Oracle Fusion financial and HR related capabilities within the Oracle Cloud ERP program, delivered across phased releases. Phase 2 covered Oracle Performance and Taleo Recruit, while Phase 3 implemented Core HR, Payroll, Compensations, Benefits, and Time & Labour, with functional design and configuration work led by subject matter experts aligned to those modules. Testing and quality assurance were managed through structured Unit Testing, System Integration Testing, Operational Acceptance Testing, and User Acceptance Testing cycles.
Architecturally the program maintained co-existence between Oracle E-Business Suite and Oracle Fusion to preserve operational continuity, the project operated as a cloud SaaS footprint for Fusion while interfacing with on premise EBS components where required. A large scale data migration and transformation program cleansed and harmonized legacy records to enable co-existence, and the delivery team managed integrations and payroll cutover sequencing as part of the largest Oracle Fusion Payroll implementation in the United Kingdom. Delivery was executed in partnership with a selected service implementation partner, IBM, with the client retaining domain ownership for EBS coexistence engineering.
Governance centered on a formal Data Governance and Cutover lead function and a documented Data Migration Strategy for Phases 2 and 3, with ongoing ownership of data migration, functionality testing, and change control. Project leadership managed risks, issues, and change requests throughout the lifecycle to coordinate co-existence between Oracle E-Business Suite and Oracle Fusion. The program delivered new functionality and reported substantial savings for the client during 2017.

Operational integration includes shift tracking through Kronos as part of the workforce scheduling and time capture landscape, enabling absence events to be reconciled against scheduled shifts. The scope of use spans store managers, HR business partners, and operations leads, with the application serving as the authoritative record for absenteeism, shift coverage and compliance with safe and legal store operation requirements.
Governance and process changes focused on embedding approval and notification workflows into manager daily routines, tying absence records to coaching and performance conversations, and ensuring absence handling aligned with labour cost monitoring and profit and loss oversight. The Co-operative Group uses UKG Pro Workforce Management Absence as the central Absence and Leave Management tool to follow labour costs and track shifts through Kronos while supporting store level operational continuity.
