In 2021, Co-operators implemented Oracle Cloud ERP in an ERP Financial deployment to consolidate fragmented on-premises financial applications and mainframe workloads across the organization in Canada. The implementation built on an existing Oracle E-Business Suite investment and paired Oracle Cloud ERP with Oracle Cloud EPM for planning and budgeting to replace multiple end-of-life systems, including a proprietary mainframe financial application and a separate tax application. The move centralized transactional finance onto a single cloud platform to reduce operational complexity and stabilize financial systems.
Oracle Cloud ERP was configured to deliver core financial management capabilities typical of an ERP Financial environment, including general ledger, accounts payable, accounts receivable and financial close orchestration, with Oracle Cloud EPM handling planning and budgeting workflows. Configuration work emphasized multi-entity consolidation and financial controls to align accounting processes with insurance-specific requirements and International Financial Reporting Standards. The project followed cloud-native deployment patterns for centralized transaction processing and orchestration of month-end and reporting processes.
Integration efforts connected the cloud back office with front-office systems to enable faster support for customer-facing innovations, for example the recently launched wealth management advice service, and supported the decommissioning of the proprietary mainframe financial system. Oracle Consulting led the implementation in close partnership with Co-operators finance and IT teams, providing product expertise and transformation support during rollout. Operational scope covered enterprise finance and Financial Accounting Services across the Co-operators organization and consolidated feeds from smaller insurance co-ops and affiliated credit unions onto the cloud platform.
Governance was organized around joint Oracle Consulting and in-house teams to manage configuration, change control and the accounting policy changes required to meet IFRS rules for insurance contracts. Upon completion Co-operators gained a single platform that reduced costs, streamlined support and provided the stability needed to implement IFRS-driven accounting policy changes while better integrating back-office finance with customer-facing business functions. The program was complex and experienced implementation bumps, but the vendor-led partnership and close working relationship with internal teams were credited with resolving hurdles.

The solution was embedded on The Co-operators website to deliver a seamless candidate experience, routing applications directly into the Taleo instance from public career pages. Governance centered on standardized requisition approvals and recruiter ownership workflows to enforce consistent screening and selection processes across business lines. In 2021 The Co-operators implemented Guidewire Canvas to support Insurance Claims Management. The Guidewire Canvas deployment was positioned as a front-end UI layer within the insurer’s broader Guidewire InsuranceSuite footprint, intended to standardize claims intake, triage, and adjudication workflows while surfacing analytics-driven decision support to claims handlers and underwriters.
The Canvas implementation focused on configurable UI components and workflow orchestration common to Insurance Claims Management, including case management screens, configurable business rules channels, staged adjudication flows, and user-level role segregation for claims examiners and supervisors. The deployment was designed to consume real-time modelling outputs via Guidewire’s Embedded Analytics Framework, using REST API patterns to bring predictive scores and recommendations into ClaimCenter screens without requiring model translation into GOSU.
Operational coverage extended across claims, underwriting, actuarial, products, and BI teams in Canada, leveraging consolidated data assets from claims, products, actuarial, and underwriting for reporting and self-service dashboards. The Co-operators established repeatable messaging patterns between solution design and BI partners to operationalize models, and the Canvas rollout followed an iterative, governed release pattern that preserved ease of maintenance and upgradeability with PolicyCenter and ClaimCenter components.
The implementation aligned with the insurer’s embedded analytics strategy that delivered explicit benefits including embedded predictive guidance for advisors and underwriters, accelerated solution delivery, and improved IT productivity, while keeping the UI layer easy to use and maintain. The Co-operators also planned to extend predictive modelling into ClaimCenter for Accident Benefits Reserving and Bodily Injury models as the next phase of claims analytics integration.
