In 2021, The Hong Kong Monetary Authority implemented SAP Concur Expense in the Expense Management category to adopt an electronic Direct Debit Authorisation workflow for Hong Kong Dollar payments. The deployment targeted the Expense Pay Classic processing path for HKD and introduced specific data capture and funding account configuration changes required by local banking rules.
The configuration work centered on the Expense Pay Classic module within SAP Concur Expense, adding a mandatory Debtor’s Reference data element on the Direct Debit Authorisation form. A new Customer's Reference Number field was added to the Funding Account page in Concur Expense, and the unique Debtor’s Reference number is surfaced there as part of funding account configuration and payment orchestration.
Operational integration was limited to the SAP Concur processing bank workflow, where the Direct Debit Authorisation form and the Debtor’s Reference are submitted to the processing bank as part of the e-DDA process. Functionally this implementation touches expense processing, corporate payments, and finance workflow automation, ensuring that HKD settlement instructions carry the bank required identifier from Concur Expense through to bank processing.
Governance changes included the mandatory capture and provisioning of the unique Debtor’s Reference number, which is provided by SAP Concur implementation or support resources and must be maintained on the Funding Account record. These changes maintain compliance with the requirements of the Hong Kong Monetary Authority, aligning the SAP Concur Expense implementation with local e-DDA requirements.

That resource brought prior data migration experience, specifically migrating data from Sybase to ORACLE on UNIX for the Hong Kong Hospital Authority, which informed data conversion and validation practices used during the PeopleSoft HCM implementation at the Authority.

Data extraction relied on SQL queries against internal supervisory data stores to populate Discoverer worksheets and MIS extracts used by analysts in the Banking Supervision Department.
