Staff entered data into the Town Clerk computer accounting software BAS as part of the workflow, and Word processing was performed both in Microsoft Word and on the AS/400 system.
Operationally the AS/400 system was networked to a Pentium III workstation used for daily computer work, enabling local user access while centralizing transactional processing and backups. Cashiering controls were integrated into the day to day procedures, with staff balancing five cash drawers daily and using the AS/400 records to reconcile receipts and prepare regulatory submissions.
Governance and operational practices emphasized routine backups, onsite troubleshooting of computer problems within the office, and multi-channel customer service handling in person, by phone and by mail. Governance and maintenance responsibilities were centralized in the Town Clerk's Office, where the Deputy Town Clerk handled system upkeep, troubleshooting, month end and year end reconciliations, and coordination with state auditors. Regular report generation and manual data entry into BAS formalized workflow boundaries between timekeeping, accounting, and statutory reporting.
