In 2009 Vancouver Coastal Health initiated a re-implementation of security access within Oracle PeopleSoft ERP. The program targets security across the Finance and Supply Chain Management System FSCM and the Human Capital Management System HCM, and includes modification of the PeopleSoft Enterprise Portal to make the portal more relevant to current business needs. This work is framed against the ERP Financial profile of the application and begins January 2009.
The implementation centers on reconfiguring role based access controls, entitlement matrices, and segregation of duties across core FSCM and HCM functional areas, while rationalizing portal navigation and content to align with business workflows. Oracle PeopleSoft ERP configuration tasks include updating security domains, functional role definitions, approval workflow touch points, and portal personalization to surface finance, procurement, and HR transactions to appropriate user cohorts. Automation of access provisioning and deprovisioning is addressed through PeopleSoft security constructs and by revising related business processes.
Creative Netcom was sourced to provide overall project management plus functional and technical oversight and will coordinate with VCH IT resources and departments across Vancouver Coastal Health and Providence Health Community to review existing business processes and reconfigure PeopleSoft security. In 2013, Vancouver Coastal Health implemented IBM Maximo for Enterprise Asset Management at Vancouver General Hospital. The initiative focused on the VGH Operating Room project, a build of 16 new operating rooms on the third floor of the Jim Pattison Pavilion scheduled for completion in 2021. Summit BIM worked directly with Design and Construction teams to enable collection of tracked assets from design models for direct migration to IBM Maximo.
The implementation centered on populating the asset register and preparing maintenance and operations data, with tracked assets extracted and collated to meet Enterprise Asset Management requirements. Data preparation included structuring attributes, classification, and responsibility metadata so work management and maintenance workflows in IBM Maximo could be supported at handover. These capabilities aligned with typical Enterprise Asset Management functional workflows including asset inventory population, asset tagging, and maintenance readiness.
Summit BIM hosted the extracted asset dataset on the BIMFMi cloud interface, enabling role based access so each project participant only saw data relevant to them. Assets were sorted into groups based on who was responsible for uploading associated data, progress was tracked, and the data was audited throughout the construction phase to ensure migration readiness. At handover the prepared dataset was migrated into IBM Maximo to support Maintenance and Operation requirements with no delay.
Governance relied on responsibility based data ownership, access controls on the BIMFMi interface, and continuous audit trails during the project to preserve data integrity. This governance model restructured handover workflows so operational teams received vetted asset information directly into IBM Maximo. Having information available at handover reduced risk considerably.
