In 2019 Victoria University engaged DXC Technology to deploy Oracle Cloud HCM as its Core HR solution, initiating a program to consolidate workforce management and reduce paper based and partially integrated processes across campuses and locations. The Victoria University Oracle Cloud HCM Core HR human resources implementation was positioned to centralize employee records and standardize end to end workforce workflows from recruitment through onboarding, ongoing employment management and off boarding. DXC described the delivery as a SaaS implementation designed to improve human resources services across all campuses and locations.
The Oracle Cloud HCM deployment focused on core HR modules and capabilities common to cloud HCM suites, including recruitment and candidate experience, core employee data and lifecycle management, integrated payroll connectivity to meet education sector requirements and standards, and consolidated reporting and compliance capabilities. Configuration and process design emphasized agile best practice workflows and a user centred design to deliver a flexible system and an improved employee experience. The integrated HCM solution was scoped to enable streamlined processes and improved reporting and compliance, with a specific aim of achieving seamless payroll integration.
Governance and operational coverage were organized to support the universitys three strategic pillars of transformational agenda, financial stability and improved staff experience, aligning HR process standardization and reporting consolidation with those objectives. The initiative targeted institution wide human resources services to increase employee satisfaction and improve productivity through standardized, cloud based HR operations. Statements from Victoria University and DXC indicate the program was intended to transform the employee experience and enforce consistent compliance and reporting across campuses.

The adoption of TechnologyOne Student Management established a single application footprint for core student lifecycle management and program administration.
The Change Communication Specialist role was embedded in the Change and Engagement team and worked collaboratively with project streams and stakeholders to identify, document, and support change in business operations and services, contributing directly to user acceptance testing and training activities. Core responsibilities documented in the role included creating and maintaining RACI documentation, conducting change impact and gap analysis, leading stakeholder engagement and facilitation, validating design and defining business process changes, and preparing operational documentation. Experience with ADKAR and Agile practices was referenced to support structured change and iterative delivery.
The position was primarily located at the City Flinders Lane Campus with required travel to other VU sites and provision for remote work under government Covid rulings, reflecting a multi-site campus rollout and campus-to-central service coordination. Operational coverage aligned to student administration, academic administration, student services, IT change management, and learning and development teams. Governance was organized through the Change and Engagement team using RACI and documented change impact workflows to orchestrate UAT, training, and business process validation across the university.
