In 2009, Wiltshire Council implemented SAP ERP ECC 6.0 as its ERP Financial application to centralize statutory reporting and year-end accounting workflows. The deployment supported the Financial Accounting team and was embedded in year-end processes, including delivery of statutory reports and the adjustments required for IFRS reporting to meet statutory obligations.
Configuration and development work focused on FI, CO, FM, PS, IM and BIFI modules within SAP ERP ECC 6.0, with bespoke report development where standard SAP functionality was not deliverable. The team developed SAP IFRS reporting including segmental reporting and the Consolidated Income and Expenditure directly from SAP, and produced custom reports to satisfy council finance reporting requirements.
Operational scope included establishing a working group to design a new budget monitoring process using SAP CO modules, engaging finance stakeholders and relevant parties to align budgeting and cost monitoring processes. The role served as the SAP business continuation finance lead, coordinating UAT and patch testing across FI, CO, FM, PS, IM and BIFI modules, including updating and amending test scripts and tugs, and working with an external business partner to log and resolve finance-integrated issues.
Governance activities emphasized development of SAP business processes and assistance in the governance process to ensure any business developments were fully considered and tested before production. The program also promoted SAP use and delivered additional training and user enablement for finance teams to embed operational procedures and change control practices.

In 2010, Wiltshire Council implemented SAP BW (Business Warehouse) as its Data Warehouse to centralize SAP reporting for the council in the United Kingdom. The deployment addressed enterprise reporting and analytics needs for a public sector organization of roughly 2400 employees, focusing on structured extraction from SAP ERP modules to support operational decision making.
SAP BW (Business Warehouse) configuration emphasized SAP BI data extraction and modelling, using both delivered Business Content and bespoke extraction routines. The implementation combined data modelling, ETL-style transformations, and a reporting layer to translate complex business requirements into technical specifications and deliverable datasets.
The implementation scope included SAP PI for data orchestration, NetWeaver Portal administration for report delivery, and SAP User Administration to manage security and access, with 3rd line SAP support activities embedded into operational support. These named administration and integration responsibilities indicate end-to-end ownership of data flow, from source extraction through portal publication.
Operational governance assigned project ownership to teams capable of capturing and identifying complex business reporting requirements, managing their own projects, and converting business needs into technical designs and solutions. Ongoing 3rd line support and user administration responsibilities were part of the established operational model to sustain SAP BW (Business Warehouse) as the councils core Data Warehouse.
