The system supported monthly compliance reporting and maintenance of accurate subledger balances to ensure billing and account accuracy. Integrations and operational touchpoints were explicit, with reconciliations between the Pathway subledger and the General Ledger in Technology One forming a regular daily and monthly control, and with external data flows from Land and Property Information and solicitor notifications for ownership changes. The quarterly Pensioner verification process with the Department of Human Services was coordinated through Pathway processes, and copy rate notices and certificates were produced for property settlement and customer service use, connecting revenue operations to customer-facing teams. Governance and process control were embedded in the rollout and steady state operations, with Rates leadership meetings and a Rates monthly meeting used to manage project tasks, timelines, policies and process documentation. The council documented the Rate Hardship process, coordinated agendas and minutes, ran workshops to capture process feedback, and used Pathway to train and support Customer Service Unit staff, while Team Leads and the Rates Manager retained operational oversight of billing, recovery and reconciliation workflows.

Ongoing support and optimisation activities were embedded in existing application support processes to maintain alignment with organisational service levels.

The council planned additional modules for document management, property and rating, policy and compliance, lease management, contracts and project management during 2020 and 2021, reflecting staged module activation across the Government ERP. Architecturally the program used TechnologyOne’s SaaS platform together with the Ci Anywhere mobile layer to deliver browser and tablet access for field staff, replacing paper based field processes with digital work orders and condition capture. Field mobility was operationalized through more than 140 tablets used by outdoor workers to view work orders, capture asset condition data and receive messages, while also providing on the go access to standard operating procedures, safety information, timesheets and leave requests. Governance and process change were implemented in partnership with TechnologyOne, with the council aligning workflows and information linkages to support information sharing and improved visibility across business units. The rollout emphasized operational coverage of asset intensive functions, community facilities and service delivery, supporting a $115.8 million capital works program and the council’s waste collection and facilities operations, and produced more integrated and accessible systems for cross team collaboration.
