In 2016, Wollongong City Council implemented Infor Pathway Revenue Management to support AR Automation for rates billing and revenue collection across its Rates and Information Services and Finance functions. The deployment centered on municipal revenue workflows and front-line customer interactions, positioning Infor Pathway Revenue Management as the system of record for property rates, notices, and payment arrangements.
Infor Pathway Revenue Management was configured to handle core accounts receivable and rates management capabilities including rates billing, supplementary list processing, notices of transfer, issuance and verification of Section 603 certificates in both paper and electronic forms, pension rebate processing and verification, direct debit processing and dishonour handling, domestic waste charge generation and cancellation, interest write offs, journal processing, and daily data entry workflows. The system supported monthly compliance reporting and maintenance of accurate subledger balances to ensure billing and account accuracy.
Integrations and operational touchpoints were explicit, with reconciliations between the Pathway subledger and the General Ledger in Technology One forming a regular daily and monthly control, and with external data flows from Land and Property Information and solicitor notifications for ownership changes. The quarterly Pensioner verification process with the Department of Human Services was coordinated through Pathway processes, and copy rate notices and certificates were produced for property settlement and customer service use, connecting revenue operations to customer-facing teams.
Governance and process control were embedded in the rollout and steady state operations, with Rates leadership meetings and a Rates monthly meeting used to manage project tasks, timelines, policies and process documentation. The council documented the Rate Hardship process, coordinated agendas and minutes, ran workshops to capture process feedback, and used Pathway to train and support Customer Service Unit staff, while Team Leads and the Rates Manager retained operational oversight of billing, recovery and reconciliation workflows.
