Governance and process changes centralized HR intake into a four tier support model from Tier 0 through Tier 3, with Tier 0 self-service on the Dovetail Employee Portal, Tier 1 handled by a seven-person HR Service Delivery team, and escalation paths to Payroll, Benefits, HRIS, and local HR business partners. The project prioritized configuration that could be maintained by internal resources to reduce total cost of ownership and enabled audit trails for case movement, improving case accountability, operational efficiency, and the employee experience as Breakthru moved toward a data-driven HR function.
