Ajuntament De Barcelona Spain | Government | 12062 | $4.1B | Spain | GlobaLeaks | GlobaLeaks | Whistleblowing Management | 2017 | Xnet |
In 2017, Ajuntament De Barcelona Spain implemented GlobaLeaks as its Whistleblowing Management solution. The municipality launched the Bústia Ètica complaint box to provide an anti corruption channel for the City Council of Barcelona, Catalonia, Spain, enabling secure anonymous reporting to strengthen detection and investigation of local government irregularities.
The deployment used GlobaLeaks together with Tor to preserve reporter anonymity, and the installation was carried out with advice and support from Xnet. Implementation focused on anonymous intake and encrypted submission capture, secure evidence upload, configurable intake forms, and workflow routing for triage and assignment, reflecting standard Whistleblowing Management capabilities. GlobaLeaks was configured to minimize metadata exposure and to produce encrypted case bundles for review by authorized investigative teams.
Operational coverage targeted municipal departments and the City Council compliance and investigative units, creating a centralized integrity and reporting channel named Bústia Ètica. Governance work established formal intake protocols and escalation workflows to investigative teams, embedding GlobaLeaks into local procedures to operationalize anonymous complaint handling and support municipal oversight.

Autorita Nazionale Anticorruzione Italy | Government | 350 | $33M | Italy | GlobaLeaks | GlobaLeaks | Whistleblowing Management | 2018 | n/a |
In 2018 Autorita Nazionale Anticorruzione Italy published an OpenWhistleblowing edition based on GlobaLeaks as a national open source whistleblowing solution for public administrations in Italy. Autorita Nazionale Anticorruzione Italy provisioned GlobaLeaks for Whistleblowing Management to support public sector anti corruption and compliance reporting across Italy, releasing the edition on its GitHub repository under the name OpenWhistleblowing.
The GlobaLeaks deployment focused on core Whistleblowing Management capabilities common to the category, including secure anonymous intake, encrypted submission channels, configurable case management and workflow triage, role based access controls, and audit logging for chain of custody. Configuration emphasis in the ANAC edition addressed evidence handling, investigator routing, and configurable disclosure thresholds to align with public sector reporting requirements.
ANAC published the software on its GitHub repository to enable reuse by other public administrations, making the OpenWhistleblowing edition available for redistribution and local adaptation across Italian government entities. The operational scope explicitly targeted national and local public sector anti corruption and compliance reporting, positioning GlobaLeaks as a reusable proposition for municipal and regional administrations.
Governance for the ANAC edition was expressed through release and code availability rather than through a single centralized service, implying an open source governance model for deployment and maintenance by adopting agencies. Operational adoption therefore required local implementation of case handling policies, role and access governance, and integration with existing compliance workflows by each public administration using the GlobaLeaks OpenWhistleblowing edition.
