In 2013, the City of Edmonton implemented OpenText LearnFlex as its learning management solution in the Learning and Development category to support modernization of HR processes and execution of the HR Technology Roadmap. OpenText LearnFlex was implemented to provide centralized course administration, learner management, enrollment workflows, compliance learning delivery, and reporting capabilities typical of a municipal learning management system. The implementation was delivered alongside major HR system projects including a recruitment applicant tracking system, corporate onboarding, and a safety management system, reflecting coordinated configuration and automation across talent management and compliance learning workflows.
The program included explicit integrations between Taleo based recruitment and onboarding systems and core transactional systems, with Taleo integrated to PeopleSoft and POSSE, and an independent implementation of the Visier analytics solution for HR reporting and workforce insights. In 2016 the Government of Ontario conducted an enterprise assessment that included OpenText LearnFlex as part of a broader Learning and Development review of its SaaS and cloud solutions. The review targeted Enterprise Project and Cloud Services and Software as a Service offerings, primarily Planview PPM and OpenText LearnFlex LMS, to inform usability improvements and future acquisition requirements when existing contracts expire.
The OpenText LearnFlex evaluation focused on core Learning and Development capabilities expected of an enterprise LMS, including course administration and catalog management, learner record and compliance reporting, competency tracking, and authoring and content delivery workflows.
