In 2021 the City of Edmonton implemented AspireHR Cloud Benefits as its Cloud Benefits application to standardize benefits administration and payroll-related configuration across municipal HR and payroll operations. The deployment focused on configuring AspireHR Cloud Benefits to address complex allowances and compensation rules specific to the City, with workstreams led by payroll subject matter experts from March 2021 through June 2022. City of Edmonton AspireHR Cloud Benefits Cloud Benefits supports payroll and benefits administration business functions across HR and Payroll teams.
Configuration work for AspireHR Cloud Benefits included development of compensation rules and custom allowance logic, leave plans configuration, statutory holiday rules and formulas, contingent and concurrent employment requirements, and onboarding, cross-boarding and off-boarding flows. The implementation encompassed deductions formulas and eligibility logic including registered pension plan rules, time codes and compensation code reviews, and gross to net pay calculations aligned to municipal payroll practices.
Testing and data governance were structured around hierarchical testing phases, with human capital system testing, system integration testing and user acceptance testing documented as HC, SIT and UAT. The program included data migration analysis and audit, YTD and year end compliance audits, systems behaviour analysis, and detailed reviews for ROE processing, garnishments, third party deposits, and payroll close and run activities.
Operational scope covered bi-weekly and monthly payroll processing workflows and user access and time entry approval reviews within HR and Payroll departments. Governance activities emphasized change coordination between project leads and stakeholders, joint task reviews on shared processes, and iterative configuration adjustments driven by payroll SME findings and compliance requirements.

The deployment leveraged the platform as a central Business Process Management backbone for municipal business functions, aligning departmental processes and reducing manual handoffs across sites in the city administration.
Governance around process stewardship and workflow orchestration was established to support role based approvals, inspection routing, and electronic record retention, enabling systematic change control over permit templates and inspection criteria. Rollout patterns prioritized department by department adoption with configuration governance to enforce consistent data models and process maps across permitting and inspection teams.
The project yielded documented efficiency outcomes for Edmonton, including a reported 40% increase in inspector field time and a reduction in wasted inspections from 31% to under 3%.
