The implementation encompassed deductions formulas and eligibility logic including registered pension plan rules, time codes and compensation code reviews, and gross to net pay calculations aligned to municipal payroll practices.
Testing and data governance were structured around hierarchical testing phases, with human capital system testing, system integration testing and user acceptance testing documented as HC, SIT and UAT. The program included data migration analysis and audit, YTD and year end compliance audits, systems behaviour analysis, and detailed reviews for ROE processing, garnishments, third party deposits, and payroll close and run activities.
