Governance and process restructuring included standardizing budget templates, enforcing approval workflows, and centralizing version control for proposals and workforce plans, enabling cross functional coordination between finance and program leads. The rollout emphasized role based access to planning models and scheduled reporting cadences to replace manual spreadsheet consolidation and ad hoc reporting. Outcomes reported include a reduction in time to produce annual proposal budgets by approximately 66 percent, a tripling of proposal volume, and freeing more than 3,000 hours of staff effort.
