The implementation consolidated core Financial Ledger functionality, moving General Ledger and Accounts Payable into Oracle Cloud ERP and enabling standard Fusion capabilities such as journal entry, online account balance review, OTBI reporting, and ADFDI uploads for bulk journals. Configuration retained manual interventions for several processes that were supported in Oracle E-Business Suite, notably the council support service model and recurring payments which currently require spreadsheet workarounds and monthly manual steps. Feeder system integration and operational coverage were validated at go live and remain in scope of ongoing monitoring, with interface reports managed by a system administration team. Cash and debtors interfaces run daily, payroll feeds follow monthly payroll timings, and payables interface checks are conducted by the Creditors Supervisor, while OTBI Self Service is accessed through Fusion with a standard report set and a limited set of users holding full report authoring rights. Reports and hierarchies were initially developed by Evosys and adapted by internal IT, and some reporting requirements currently rely on lookups and pivot tables rather than native hierarchy reporting. Project governance included an end of project report issued to the Project Board in November 2022 and continued oversight through the council procurement and project structures. Training was delivered by Evosys and reinforced by peer support and internal staff, with implementation manuals revised for council use. An internal audit carried out under PSIAS as part of the 2023/24 plan provided a substantial level of assurance, noting minor weaknesses and specific residual risks that require action within a reasonable timescale, and the audit report records no formal recommendations beyond agreed actions in the appendices.
