In 2017 Ashurst implemented Emburse Enterprise for Expense Management. The deployment targeted fee earner expense submission and administrative processing workflows within the Ashurst London office and aimed to formalize expense capture for legal teams.
The implementation configured Emburse Enterprise to provide core Expense Management capabilities, including electronic expense submission, multi-step approval workflows, expense policy enforcement, and centralized reporting for finance teams. Emburse Enterprise was set up to support administrative assistants with exception handling, document capture, and coding of expenses to fee earners and matters consistent with professional services billing practices.
Operationally the Emburse Enterprise rollout was aligned with existing time capture practices, as staff continued to input time using 3E and had been processing Fee Earner expenses on Chrome River in period activity logs. The program emphasized process alignment between expense workflows and matter-level time and billing disciplines rather than declaring a technical ERP integration in source material.
Governance and workflow responsibilities were assigned to finance and legal support teams, with approval routing and policy controls embedded in Emburse Enterprise and administrative assistants handling day-to-day submission support. Training and operational procedures focused on embedding expense policy checks and approval chains into routine fee earner and administrative tasks to maintain compliance with firm billing processes.

Oracle Cloud HCM was used to standardize definitions of human capital metrics and to enable consistent talent and compensation workflows across jurisdictions.
Architecture and operational design emphasized a cloud native, centralized platform model with standardized, integrated approaches to human capital management in the Oracle Cloud. IBM Services acted as the implementation partner to help design and execute the global roll out, aligning technical configuration with Ashurst’s requirement for a unified, cloud based HR platform and connecting office level HR processes into a consolidated reporting model.
Governance and process changes centered on global consistency and operational efficiency, enabling HR to identify and drive efficiencies from a single source of truth. Outcomes documented in the customer reference include more than 3,000 employees united on a truly global human capital management platform, single source reporting for HR decision making, and strengthened HR capability to support Ashurst’s long term strategic objectives.

The deployment was positioned to centralize firmwide practice management and financial reporting, with Thomson Reuters Elite 3E used for matter-level financial control and consolidated accounting workflows.
Thomson Reuters Elite 3E was configured to support core practice management and accounting capabilities, including firm reporting, month end accrued income processes and production-based revenue reconciliation. Finance teams used production reports and consolidated valuations within the Elite 3E accounting platform to prepare monthly management accounts, tax packs and statutory schedules, aligning income recognition with production where discrepancies required investigation.
Operational coverage extended across Ashurst’s international offices, explicitly supporting Asia offices where finance acted as the first point of contact for regional management accounts and tax pack preparation. The rollout also encompassed support for Business Development and Knowledge functions to prepare and track annual budgets, and it fed into year end consolidation activities for global financial reporting.
Governance and change activities centered on extensive testing and training, with finance personnel tasked to maintain day to day support during the cutover and post go live. The program required finance staff to stay current on Thomson Reuters Elite 3E functionality to support operational users and to manage new accounting workflows and trainee development aligned to the system.
