In 2011 the Australian Bureau of Statistics initiated the People@ABS program to deploy Oracle E-Business Suite HRMS as its Core HR platform. The program was scoped to standardise and replace a decade old customised HR estate, specifically targeting the Rainbow HR management and payroll system, the PRISM reporting system and Lotus Domino based self service applications. The implementation plan set a target deployment date of June 2012 and an expected operational horizon of ten years. The Oracle E-Business Suite HRMS implementation included a suite of Oracle components, namely Oracle HR, Time and Labour, Employee and Manager Self Service, HR Analytics, and Oracle Business Intelligence Enterprise Edition. Configuration guidance emphasised minimal customisation and a shift toward standardised business processes where practical to reduce long term maintenance and upgrade complexity. The People@ABS design therefore balanced out of the box functionality with targeted configuration for payroll and time management workflows. Integration requirements specified that the new Core HR solution must interoperate with ABS’s existing IT environment, including Oracle eBusiness Suite v11.5.10.2, the corporate directory, the recruitment system and the Payroll Operations Disbursement System. The implementation also had to support ongoing legislative changes and future projects, including an anticipated upgrade of Oracle Financials to v12, and incorporate steps to avoid significant rework during that Financials upgrade. Operational coverage for the solution was broad, supporting approximately 3,000 office based staff, 600 Census data processing centre staff, 600 population survey operations staff, and the capacity to onboard some 40,000 temporary Census field staff for six week periods every five years. Procurement and governance elements were formalised in tender documentation, with ABS seeking an Oracle eBusiness Implementation Partner under a contract worth up to 2.4 million Australian dollars. Governance mandates required the implementation to prioritise standard processes, configurable security and supportable reporting through OBIEE to reduce future patching and upgrade risk. The People@ABS program therefore positioned Oracle E-Business Suite HRMS as the Core HR foundation for ABS operations while constraining customisation to protect long term maintainability and future integration with Financials.
