In 2015 City of Perth implemented Inlogik ExpenseMe (ex ProMaster) as an Expense Management application. The deployment targeted credit card expense management and was introduced within the finance function to streamline card expense workflows.
The implementation included Inlogik ExpenseMe (ex ProMaster) configured for credit card expense capture, receipt data extraction using optical character recognition, and configuration and testing driven by standard SDLC processes to support user workflows. Functional capabilities implemented centered on expense capture, receipt OCR processing, and role based user access aligned to municipal approval and reconciliation patterns.
The Inlogik ExpenseMe deployment was executed alongside a broader TechnologyOne One Council program that included CI Anywhere Financials Accounts Payable, CI Anywhere Supply Chain Management and Contracts, CI Anywhere Purchasing Cards and Expense Management, Chart of Accounts, Enterprise Budgeting and Analytics, and Electronic Content Management. The expense tool was implemented with data extraction and OCR software to process receipts, and was aligned with the council financial chart of accounts and related financial modules to ensure consistent card expense data across systems.
Governance and rollout followed formal project management and SDLC disciplines, including test management during sprints, resource coordination across service units with teams up to 30 people, stakeholder engagement across directorates, and an agreed transition to support. All SDLC tasks were completed and the implementation was successfully rolled out to approximately 50 City of Perth employees, with related TechnologyOne projects impacting over 500 administrative staff.

| TechnologyOne | Legacy | TechnologyOne OneCouncil SaaS ERP | Government ERP | ERP Services and Operations | n/a | 2018 | 2019 |
In 2018, the City of Perth signed an eight-year SaaS agreement with TechnologyOne to adopt TechnologyOne OneCouncil SaaS ERP, a Government ERP solution tailored for local government. The city scheduled an initial internal deployment in mid-2019, followed by rollout of online customer services in the third year of the contract, reflecting a phased internal to external deployment approach.
The TechnologyOne OneCouncil SaaS ERP implementation was positioned as a preconfigured suite designed to accelerate municipal workflows, with configuration focused on core Government ERP capabilities such as financial management, asset and property management, rates and billing, and customer self-service portals. The preconfigured nature of the OneCouncil solution was expected to shorten delivery timelines and reduce bespoke development, while the SaaS delivery model provided a regular upgrade cadence as part of ongoing platform maintenance.
Operational scope covered City of Perth administration and subsequent customer-facing channels, moving internal business processes onto a single integrated enterprise software foundation before exposing citizen-facing online services. The program emphasized end user self-service anytime and anywhere, indicating a shift toward online service orchestration and centralized transactional processing within council operations.
Project governance emphasized business change as well as technology adoption, with City of Perth leadership framing the rollout as transformational rather than purely IT focused. The published announcement highlighted explicit benefits including year-on-year cost savings, world-leading data security under the SaaS model, and the ability to remain current through regular system upgrades, supporting the city goal of improved operational efficiency and quicker response times to residents.
