In 2015, City of Plymouth implemented Civic Systems Financial. The deployment introduced Civic Systems Financial as the city's Government ERP to centralize municipal financial operations across the city government serving 250 employees. The initial scope targeted core finance functions within the municipal finance and budget offices and extended to department level transaction processing.
Configuration emphasized fund accounting, general ledger, accounts payable, accounts receivable, purchasing, and budget control modules consistent with Government ERP capabilities. The Civic Systems Financial implementation included role based access controls, multi fund chart of accounts configuration, period close workflows, and audit trail instrumentation to meet public sector accounting requirements. Automation concentrated on invoice workflow orchestration, encumbrance accounting, and budget checking to align departmental procurement and expenditure controls.
Operational rollout was city wide across municipal departments and executed using phased module activation to reduce disruption to finance operations. Governance changes included formalized approval workflows, standardized chart of accounts, and documented operating procedures for month end close and budget revision processes to support consistent municipal accounting practices. Training and procedural documentation were established for finance staff and department users to support adoption.
