Project governance included a 27 member implementation team for the SAP payroll and HR systems, coordination with system implementation partners, and participation in RFP, procurement and contract management activities to align HR, finance and bureau operational requirements.

Operational coverage targeted City of Portland HR teams and hiring managers across municipal departments, consolidating job posting and candidate sourcing through the integrated advertising automation. Governance changes accompanied the rollout, with standardized hiring approvals, role based access controls, and updated recruiter and hiring manager workflows to support the integrated process. The case study reports that the integrated automated job advertising tool with the ATS contributed to a more than 30 percent reduction in time to hire.
