In 2020 the Comunidad de Madrid deployed Atos GEMMA as its Emergency Management application. The deployment focused on multi-agency coordination across police, emergency medical services, fire brigades, rescue units, transportation and utilities, reflecting Atos's more than 20 years of experience setting up public emergency coordination centers.
The Atos GEMMA integrated emergency management solution was implemented to support 112 PSAP call taking and integrated EMS, FRS and police workflows, aligning with capabilities commonly expected in Emergency Management platforms such as incident intake, dispatch orchestration and cross-agency resource coordination. Explicitly the solution supports SUMMA 112 emergency medical services PSAP workflows and Cuerpo de Bomberos de la Comunidad de Madrid fire and rescue operations, centralizing call handling and incident management functions.
Architecturally the deployment required demanding integration of diverse legacy systems, a pattern Atos has delivered across Spain where GEMMA covers roughly half the country and over 20 million potential users, and where the platform has been deployed for multiple regional 112 services and critical infrastructure operators. Integration focus included PSAP telephony and data exchanges with EMS and FRS operational systems, and the implementation was scoped at the regional public safety and emergency response level within the Madrid region.
Atos's participation on the Advisory Board of the European Emergency Number Association and involvement in Next Generation 112 and Operations committees informed interoperability and standards alignment for the Comunidad de Madrid implementation, supporting multi-agency governance and operational procedures. The deployment emphasized interoperable workflows and centralized incident coordination without introducing specific outcome metrics.
