In 2016, EmblemHealth deployed Exela Lockbox to support AR Automation. The deployment was positioned within enterprise Front-End Operations governance to oversee Claims, Enrollment, Grievance & Appeals, and Correspondence workflows across EmblemHealth and ConnectiCare value streams, and to operationalize mail handling at the ConnectiCare Mail Center.
The Exela Lockbox implementation focused on lockbox and mail center processing capabilities consistent with AR Automation, including remittance capture, document intake, exception routing, and integration points for front-end transaction validation. Exela Lockbox was used in conjunction with day-to-day operational controls to surface exceptions for auditing and root cause analysis, and to standardize front-end processing across claims, enrollment, grievance and correspondence functional streams.
Operational coverage included onshore and offshore vendor locations, with explicit operational readiness activities at the new Exela site in Windsor, CT. EmblemHealth maintained daily and weekly huddles with SourceHOV/Exela across all locations, trained Exela staff on CCI-specific processes, and collaborated across Claims and Enrollment departments via Data Design Requests and joint process buildouts. The program supported Transformation projects including Maestro, PPO Migration, CCI Migration, and CAG where Front-End Operations SME engagement was required.
Governance and process controls were formalized through daily staff meetings, capability analyses, on-site and transactional audits, quality program verification, compliance reviews, SLA monitoring, corrective action drilldowns, and vendor contract negotiation. EmblemHealth directed vendor operations to align processing, performance, staffing, and priorities with enterprise objectives, and maintained a competitive bid process for Mail Center and Front-End services to ensure pricing and performance guarantees met ConnectiCare business requirements.

Configuration emphasized compliance with absence policy rules and centralized absence records for HR case handling.
Integrations were realized within the Oracle Cloud suite by aligning Absence Management with Oracle Cloud Time and Labor and Benefits to maintain a unified data model and shared worker records. Operational coverage focused on HR and benefits administration and workforce attendance processes, with a phased rollout that established centralized governance, role-based approvals and standard absence policies across the organization. The Cognizant TriZetto Facets implementation focused on configuring policy administration, claims processing engines, eligibility rules, and billing modules, leveraging Facets platform orchestration and batch processing capabilities. Workstreams included rules configuration for adjudication, automated provider crosswalks, enrollment and premium billing extracts, and orchestration of adjudication and post adjudication processes to support operational casework.
Integrations were explicit components of the architecture, with interfaces to Trizetto CareAdvance, Salesforce, Vlocity Portals, and EDL to support care management, sales and portal experiences, and enterprise data ingestion. The technical approach used real time API exchanges where required and scheduled batch interfaces for high volume feeds, aligning member and claims records across membership operations, claims operations, finance, and sales functions.
Governance and rollout were structured under enterprise architecture and program management disciplines, reflecting requirements for TOGAF level architecture oversight and PMP style program controls along with a Lead Solutions Architect to manage systems thinking and cross system dependencies. Implementation governance emphasized rules management, change control, and phased cutover sequencing to coordinate impacted business teams and sustain operational continuity.
