Implementation centered on a modular configuration of Oracle Cloud ERP coupled with Oracle Planning and Budgeting Cloud Service, Oracle Identity Cloud Service, and Oracle CASB Cloud Service. Functional capabilities delivered included centralized general ledger accounting, accounts payable automation, source-to-contract and procure-to-pay orchestration via Advanced Procurement Sourcing, integrated payroll and benefits processing, and enterprise planning and budgeting functions using Oracle Planning and Budgeting Cloud Service.
Security and access governance leveraged Oracle Identity Cloud Service for role based access controls and Oracle CASB Cloud Service for cloud security oversight, aligning identity, security, and financial controls. In 2017 EPB implemented Oracle Cloud HCM to centralize Core HR and payroll processes across the utility, addressing widespread manual workflows and paper-based processing. EPB selected AST as its implementation partner to deliver a modern Core HR deployment that would eliminate manual HR and payroll methods, introduce business rules for absences and time and labor, reduce paper processing, and improve the employee experience.
The implementation deployed Oracle Cloud HCM with HR and Payroll Cloud Applications, including Absence Management and Time Management, and automated goals, performance, and compensation tracking. AST delivered a configurable solution for dynamic work schedules used by field employees across classifications, including non-union, union, and contingent staff, and implemented payroll validation rules to remove manual corrections from biweekly payroll runs.
AST integrated Oracle Cloud HCM with EPB’s other enterprise solutions to provide seamless data flows and operational reporting, enabling HR, payroll, benefits administration, and field operations to share a single source of truth. The deployment enabled employee access to immediate insight into workforce performance progression and alignment with organizational objectives through automated reporting and self service capabilities.
Governance and process changes focused on eliminating paper workflows and automating payroll and absence processes, with outcomes reported by AST and EPB leadership. EPB achieved 100% elimination of paper benefits processing, 100% elimination of paper goals, performance, and compensation tracking, and a 100% automated solution and reporting for payroll functions including Absence Management and Time Management, and employee satisfaction has skyrocketed according to Prasad Nettem Vice President, ERP, AST LLC.
