In 2013, INA-Industrija nafte implemented Emerson DeltaV SIS as part of Emerson Automation Solutions delivering the main automation scope for the new hydrocracking and hydrodesulphurization complex at the INA Rijeka refinery, Croatia. The project targeted process area refining and operations to enable Euro V fuel production and positioned Emerson DeltaV SIS to provide Safety Agency Management capabilities across the new units. The Emerson DeltaV SIS deployment included safety instrumented system logic, safety controller configuration, and safety instrumented function definition consistent with industrial SIS practices. The implementation paired DeltaV SIS with DeltaV distributed control functionality to consolidate alarm management, interlock handling, and SIF testing workflows, leveraging the Emerson DeltaV SIS application for coordinated safety and control logic. Integration work explicitly connected the DeltaV SIS to the DeltaV DCS as a unified automation architecture, covering multiple process units and multiple EPC contractors on the refinery site. Field instrumentation and control loops were brought into a centralized control and safety environment, enabling coordinated shutdown logic, common operator displays, and synchronized proof testing procedures across units. Emerson acted as the main automation contractor for the rollout, coordinating configuration, commissioning, and handover activities with EPC partners and refinery operations. Governance changes focused on centralized safety control ownership and standardized SIS configuration and testing procedures to support ongoing operations and maintenance. The integrated DeltaV distributed control and Emerson DeltaV SIS solution delivered improved safety coverage, centralized control, and operational efficiency for INA Rijeka, while enabling the refinery to meet Euro V fuel production requirements. Security Agency Management responsibilities were embedded in the combined DCS and SIS operational model to align safety governance with day to day refining operations.
