In 2023, the Liquor Control Board of Ontario implemented ServiceNow HR to extend its Now Platform rollout and create LCBO Now, a mobile-first employee service portal. The deployment targeted retail and warehouse staff across Ontario and expanded an existing IT service management catalog into HR and Finance as part of an enterprisewide digitalization agenda.
ServiceNow HR was configured to deliver HR Service Delivery capabilities including a centralized service catalog, case management, and an extensive knowledge base. The implementation emphasized mobile-first self-service through Now Mobile, and knowledge-driven workflows that surface articles as the primary resolution path while routing unresolved items into structured HR cases.
The solution is architected on the Now Platform with LCBO Now as the employee-facing portal and Now Mobile providing secure device access for frontline staff. Operational dashboards and case tracking were built into the platform to give HR visibility and day-to-day prioritization, and LCBO has planned integration between ServiceNow and Workday as its HRIS while consolidating homegrown applications onto the platform.
Governance and process changes accompanied the technical rollout, with standardized knowledge article publishing, operational dashboards for workload management, and redefined HR workflows to operationalize case handling and self-service escalation. These controls reduced reliance on email and phone support by steering employees to self-service and established a repeatable model for extending services from IT into HR and Finance.
Early adoption metrics demonstrate the implementation outcomes tied to ServiceNow HR and the HR Service Delivery model, with nearly 14,000 HR knowledge article views in the first month after going live for retail and warehouse staff, 2,500 HR cases in the same month which is less than 20 percent of article views, HR responding with a knowledge base article more than half the time, 600 mobile app downloads within the first week, and reported case deflection exceeding 50 percent.

In 2014, Liquor Control Board of Ontario implemented MicroStrategy ONE Analytics as its Analytics and BI platform. The initial deployment emphasized mobile first interactive dashboards and a corporate mobile landing page, delivering store planning reports and inventory reports to support LCBO operational teams.
The implementation leveraged MicroStrategy Mobile App alongside MicroStrategy 9 components including MicroStrategy Desktop, MicroStrategy Web, the SDK, and Command Manager for authoring, publishing, and administration. MicroStrategy ONE Analytics was configured using MicroStrategy Architect to create schema objects such as tables, attributes, and facts, as well as logical tables and look up tables, and to publish public objects including filters, prompts and ad hoc grid and graph reports.
Functional scope covered interactive dashboards, cooperative dashboards, store planning and inventory reporting modules, and the LCBO official mobile landing page. Delivery activities included presentation and proof of concept work, structured JAD sessions to collect user requirements, and end user training on mobile dashboards to drive adoption among business stakeholders.
Operational governance combined requirements workshops with technical configuration practices, using Command Manager and the SDK to script administrative and publishing tasks while MicroStrategy Architect enforced logical schema consistency. This established centralized analytic object management across MicroStrategy Desktop and MicroStrategy Web interfaces and formalized training and POC driven rollout practices.
