Operationally the application sat alongside the organisation s financial and recordkeeping systems, with staff continuing to process invoices in the SAP system and reconciling certain card activity through SpendVision and Fraedom workflows. The system was used by multiple branches including Policy, Compliance and Fiscal Effectiveness, and it supported routine onboarding and offboarding activities tied to employee card access and expense permissions. Governance adjustments centered on embedding reconciliations and approval checkpoints into existing processes, formalising who reconciled Policy and OED P Card transactions and recording approvals for ministerial correspondence related expenses. The implementation emphasized expense control and record keeping across branches without displacing the department s SAP invoice processing, aligning Visa Spend Clarity (ex Fraedom Expense) with established financial and administrative procedures.
