Operational scope focused on citizen facing services and internal service desks within the ministry, aligning business functions such as service request intake, case assignment, content retention, and rule based eligibility checks under a unified Citizen Engagement stack. Governance was structured around policy rule stewardship and case management workflow ownership, with Omnix International coordinating configuration, portal composition, and SOA interface contracts.
