Oracle Legacy Oracle PeopleSoft ERP ERP Financial ERP Financial Management n/a 2010 2011
In 2010 Onondaga County implemented Oracle PeopleSoft ERP as an ERP Financial deployment to centralize finance and procurement processing across county finance and purchasing functions. The initiative covered PeopleSoft Financials 9.1 and anticipated go live components in Strategic Sourcing, Supplier Contract Management and eProcurement, with explicit operational focus on General Ledger, Commitment Control KK, Purchasing, eProcurement, Accounts Payable, Accounts Receivable and Project Costing. Security and configuration work established row level Business Unit and SetID security, role and permission list constructs, and department tree row level security for HCM bindings. Authentication was configured with Active Directory and dynamic role assignment, while component interfaces and Excel to CI processes were used to load users, user preferences, requesters and to unlock accounts, and complex queries and XML reports were designed and deployed to support reporting and transactional needs. Integration architecture included setup of Integration Broker messaging between Finance and HR to support transaction and master data exchanges, and custom technical work to create conversion programs migrating procurement contracts from a former Lotus Notes application into Oracle PeopleSoft ERP. Additional technical changes included customizations for internal links, extra fields, default values and fixes to configuration issues required by county business processes, plus conversion of Project Costing team member records. Governance and operational controls implemented and maintained workflow for Accounts Payable, Purchasing, Strategic Sourcing and Supplier Contract Management, and a custom procurement contracts workflow. Production support covered troubleshooting both functional and technical issues for GL, KK, Purchasing, ePro, AP, AR and PC, maintenance of production run controls and PO Auto Sourcing run controls, and ongoing management of queries, XML reports and production processing controls.

In-House Applications Legacy Forms/Email Based ATS Applicant Tracking System HCM n/a 2011 2011
In 2011, Onondaga County implemented a Forms/Email Based ATS on their website. The Forms/Email Based ATS functions as the county's Applicant Tracking System for public job postings and candidate intake, deployed as an in-house application tied to the county employment portal. The deployment is web-facing, leveraging embedded application forms and email-based workflow orchestration to capture applicant information and route submissions to HR staff. The system centralizes initial application capture and supports basic screening workflows for county recruiting operations. Functional capabilities emphasize web form intake, automated email notifications and routing, candidate record creation, and document attachment handling, reflecting standard Applicant Tracking System workflows. The implementation scope is focused on county hiring processes and interfaces directly with the public employment pages on the Onondaga County website, where form submission triggers email queues for HR processing. Governance and operational control remain with county HR, using form configuration and email routing rules to enforce application handling and internal assignment workflows. Integrations are limited to the website form layer and the county email infrastructure that drives the in-house Forms/Email Based ATS.
