In 2010, Oregon Metro implemented UKG Workforce Central Timekeeper (ex Kronos Workforce Timekeeper) for Time and Attendance. The application was configured to perform payroll processing for 1,400 government employees and to administer Kronos timekeeping processes across the organization.
Operational capabilities implemented included payroll run orchestration, garnishment processing, administration of employee changes such as W-4 updates, direct deposit and benefit changes, and administration of the Public Employees Retirement System PERS. UKG Workforce Central Timekeeper was also used to prepare vendor payments and to manage electronic payments for accounts payable workflows.
Governance was concentrated within payroll and HR operations, where dedicated administrators managed timekeeping policies, approval workflows and the configuration of pay rules and garnishment schedules. The implementation centralized Time and Attendance data capture and the downstream payroll processing and benefits change workflows, impacting payroll, HR, benefits administration and accounts payable functions. Day to day operations included processing garnishments and employee record updates, administering PERS enrollments and preparing vendor electronic payments according to municipal controls.
