Deployment architecture and operational scope followed a two year rollout plan to increase transaction speed and nationwide reach, with distributed capture points introduced via kiosks and mobile outlets and centralized operations and service management under the PPP. The implementation explicitly targeted civil registry business functions, including registration intake, certificate issuance, and citizen service access across the Philippines. Governance was structured around the 12 year design and operate public private partnership, providing long term operational accountability and a phased rollout to expand outlet coverage and improve transaction throughput. The stated objective of the program was to increase transaction speed and reach across the country through the Unisys InfoImage Enterprise Content Management implementation for the Philippine Statistics Authority.
