In 2016 Philippine Statistics Authority engaged Unisys under a 12 year public private partnership to modernize the national Civil Registry using Unisys InfoImage. The contract tasked Unisys InfoImage to capture, manage and deliver birth, marriage and death certificates while expanding service access through doubled outlet availability, kiosks and mobile outlets to improve citizen access.
The deployment established Unisys InfoImage as the Enterprise Content Management platform for civil registry operations, implementing document capture, image management, indexing, secure digital storage, and workflow driven delivery and retrieval capabilities. Core functional modules referenced in the program include capture, records management, and delivery orchestration, aligned to standard Enterprise Content Management workflows for public sector identity documentation.
Deployment architecture and operational scope followed a two year rollout plan to increase transaction speed and nationwide reach, with distributed capture points introduced via kiosks and mobile outlets and centralized operations and service management under the PPP.
