In 2003 Portland Water Bureau implemented Labworks LIMS for Laboratory Management to centralize water-quality testing, field data capture and regulatory compliance with NELAP TNI standards. The implementation targeted the municipal water laboratory and broader lab operations to manage sample workflows and result reporting across the bureau's testing activities.
Labworks LIMS was configured to automate sample scheduling and to support handheld field data entry alongside instrument interfaces, providing structured sample tracking, results management and audit trail generation. Functional capabilities implemented included automated sample accessioning, field data capture workflows, instrument data import and electronic recordkeeping aligned with Laboratory Management practices.
The project was executed with Black & Veatch serving as consultant, and integrations emphasized direct instrument interfaces and handheld device connectivity to reduce manual transcription. Operational coverage was focused on Portland's municipal laboratory environment and the staff performing routine and regulatory testing.
Governance changes centered on formalizing electronic audit trails and laboratory workflows to meet NELAP TNI requirements, and the deployment produced improved audit trails and higher throughput as reported by the bureau. The Labworks LIMS implementation established a single system of record for lab results and field data within the Portland Water Bureau Laboratory Management environment.
