In 2018 Property Registration Authority Ireland implemented MultiTime VisionTime, a Time and Attendance application to centralize and standardize flexible working, overtime and TOIL tracking across its operational estate. The deployment emphasized a web enabled architecture so staff at the Department’s H.Q. in the Four Courts could access the system from their desks and use browser based time entry and reporting.
MultiTime VisionTime was configured to provide PC based clock in/out, personal reporting and self service for Flexi, Overtime and Time Off In Lieu workflows, with staff submitting adjustment applications on line to Local Managers. The implementation included category aligned functional modules for time capture, built up time balances, holiday and absence reporting, and a unique Flexi/Overtime/TOIL swapping capability that automatically recognizes differing flexi carryovers, diverse flexi periods and variable daily work shapes for each person.
Operational coverage extended to multiple locations with up to 1,000 employees using the VisionTime system, while all staff at the Four Courts H.Q. gained desktop access. The solution produces an export file for the Department’s Payroll Department to process, aligning timekeeping outputs with payroll intake and reducing manual reconciliation between time records and pay processing.
Governance was implemented through supervisory permission controls and Local Manager approval workflows, improving accountability for overtime and adjustment requests. The Authority selected MultiTime based on 36 years of Civil Service experience, market leadership and references, and reported explicit results of better matching staffing levels to workload, increased and speedier interaction between staff and managers, and lower costs for time management.
