In 2015, Quebecor implemented Oracle E-Business Suite HRMS to support local HR and several thousand employees. Oracle E-Business Suite HRMS serves as the Core HR application for personnel action processing, payroll exception handling, and timekeeping governance across the organization.
The implementation configured Oracle HRIS workflows to interface with local HR teams for processing personnel action changes, and to handle background checks, eVerify requests, workers compensation, and unemployment claims. The HR Mailbox was instrumented as a primary intake channel for employee payroll, compensation, and policy inquiries, with processes designed to achieve one-call resolution. Payslip investigations and error resolution were formalized, including collaboration with internal Shared Services and ADP to remediate pay issues.
Operational integration included ADP for payment processing and coordination with Shared Services to resolve complex payroll exceptions. Quebecor processed payroll exceptions stemming from missed timecard hours, severance payments, retroactive salary changes, and vacation hour adjustments, executing payments via ADP or issuing live checks as required. Ongoing timecard audits were implemented to detect blank or incomplete timecards and missing approvals, embedding timekeeping controls into daily HR operations across Quebecor’s Canadian operations.
Governance and workflow design established escalation paths from local HR to Shared Services and ADP for exception handling, and maintained an audit cadence for timecard and payslip validation. The program documented successful outcomes that included one-call resolution for HR mailbox inquiries and sustained timecard audit activity to reduce incomplete submissions.

In 2011 Quebecor implemented Microsoft Power BI within its Analytics and BI environment to centralize reporting across its newspapers and magazines. Microsoft Power BI was deployed to support advertising operations, finance, and production reporting alongside existing business intelligence tools.
The implementation focused on data modeling, dashboarding, and Power Query based data preparation, with configuration work targeting advertising pagination systems, classified ad intake workflows, accounts receivable processing, and general ledger maintenance. Microsoft Power BI was used to create operational and management dashboards, paginated and interactive reports, and integrated Excel Power Query transformations for repeatable ETL flows.
A dedicated SQL environment was configured to serve as the primary data backbone, integrating SQL sources related to diverse advertising systems and feeding the Power BI datasets. The Power BI rollout was executed as part of a heterogeneous BI ecosystem that included Qlikview and Oracle BI, and financial feeds incorporated banking process systems Eigen and GlobalPayment as explicit data sources for finance and reconciliation reporting.
Governance and operational changes accompanied the technical rollout, including establishment of a support desk with system support methodology, team priority management, structured tracking of project requests and client requests, quality assurance and customer service for production accounting, and targeted training for technical staff and end users. These governance measures were applied across Quebecor publications to coordinate BI consumption, support workflows, and ongoing configuration management.
