Functional modules configured included general ledger, accounts payable, accounts receivable, budgetary control, and financial reporting, with workflow automation for invoice processing and budget encumbrance consistent with public sector ERP Financial deployments. Governance for the rollout emphasized centralized finance department control and vendor-led application support during initial implementation and ongoing operations, and CGI documented a return to profitability for the Advantage ERP/HCM product line under its management.

The STAARS architecture implemented the Advantage modules as a tightly integrated system with shared data models and transactional interfaces between Human Resources, Payroll and Financials. The Department of Finance State Business Systems Division contracted CGI to deliver professional services and to apply CGI’s Advantage implementation methodology, orchestrating module configuration, data consolidation and cross-module validation as part of the statewide rollout. Governance and process change were driven by the objective to improve efficiency and fiscal accountability, with specific project goals to automate manual tasks, reduce paper and improve financial reporting and human resources administration. The program explicitly targeted improved administration of human resources, payroll and benefits to deliver cost savings and improved services to State employees.
