In 2003, the State of Alabama implemented CGI Advantage Financial Management. The 2003 deployment of CGI Advantage Financial Management, an ERP Financial application, was provisioned and supported by CGI as both vendor and system integrator, and targeted consolidation of statewide financial operations. The initiative centralized core finance functions within a single ERP Financial platform to align general ledger structures, fund accounting, and budgetary control for state-level reporting and compliance.
CGI delivered and operated the implementation as part of its Advantage ERP/HCM product line, and CGI retained commercial and operational ownership of the product line while managing product delivery into multiple state and local government accounts. Functional modules configured included general ledger, accounts payable, accounts receivable, budgetary control, and financial reporting, with workflow automation for invoice processing and budget encumbrance consistent with public sector ERP Financial deployments. Governance for the rollout emphasized centralized finance department control and vendor-led application support during initial implementation and ongoing operations, and CGI documented a return to profitability for the Advantage ERP/HCM product line under its management.

In 2013, the State of Alabama engaged CGI Group to implement CGI Advantage Human Resource Management Benefits as part of the State of Alabama Accounting and Resource System STAARS program. The initial deployment targeted Benefits Administration alongside a broader effort to upgrade financials, procurement, performance budgeting, human resources and payroll into a single, cohesive platform.
CGI Advantage Human Resource Management Benefits was configured as a core component of the Advantage suite, with implementation work addressing benefits enrollment, eligibility maintenance, benefits payroll interfacing and benefits-related transactional workflows. The deployment used standard Advantage configuration patterns to automate manual processes and reduce paper-based workflows within human resources and payroll operations.
The STAARS architecture implemented the Advantage modules as a tightly integrated system with shared data models and transactional interfaces between Human Resources, Payroll and Financials. The Department of Finance State Business Systems Division contracted CGI to deliver professional services and to apply CGI’s Advantage implementation methodology, orchestrating module configuration, data consolidation and cross-module validation as part of the statewide rollout.
Governance and process change were driven by the objective to improve efficiency and fiscal accountability, with specific project goals to automate manual tasks, reduce paper and improve financial reporting and human resources administration. The program explicitly targeted improved administration of human resources, payroll and benefits to deliver cost savings and improved services to State employees.
