In 2002, the State of Wyoming implemented CGI Advantage Financial Management as an ERP Financial solution to centralize core fiscal operations under the State Auditor's Office. The deployment positioned CGI Advantage Financial Management as the principal application supporting state financial management and the broader human resource and payroll environment.
CGI announced a contract renewal with the Wyoming State Auditor's Office for hosting and maintenance of the state's financial and human resource payroll systems, a contract extension valued at US$63.9 million that includes a technology upgrade and continued utilization of CGI's Managed Advantage services. The renewal retains CGI as the systems integrator and managed services provider responsible for ongoing hosting, application maintenance, and platform modernization activities.
Configuration and functional coverage reflect standard ERP Financial capabilities, including general ledger, accounts payable, accounts receivable, budgetary control, procurement workflows, transaction processing, and fiscal reporting, implemented within CGI Advantage Financial Management. Operational delivery is organized around CGI's managed hosting model, which centralizes application maintenance, security updates, and version upgrades under the Managed Advantage service framework.
Governance and operational oversight remain with the Wyoming State Auditor's Office, governed through contractually defined service management and vendor maintenance responsibilities with CGI. The engagement focuses on sustaining statewide financial and HR payroll operations while executing the contracted technology upgrade through CGI's Managed Advantage services.

In 2015, the State of Wyoming implemented NEOGOV ATS, an Applicant Tracking System, to consolidate online recruitment and applicant processing for statewide public sector hiring. NEOGOV ATS was positioned as the central recruitment application to support statewide HR business functions including job posting, candidate intake, and structured applicant workflows.
Configuration emphasized typical Applicant Tracking System capabilities such as a public candidate portal, requisition and posting management, configurable applicant status lifecycles, role based access for HR and hiring managers, and automated notification workflows to support merit based hiring processes. The NEOGOV ATS deployment included workflow orchestration for requisition approvals and candidate evaluation stages, with configuration aligned to state hiring rules and record retention requirements.
The implementation included operational integration points with the State of Wyoming payroll systems CGI Advantage and infoAdvantage, and with the Saba TalentSpace performance management instrument, reflecting explicit knowledge of cross system HR data flows. NEOGOV ATS was configured to exchange hire and employee data with payroll and to reference performance profiles from Saba TalentSpace, and it was documented to interface with the RAIN system for HR transactions and case handling.
Governance was centralized under state HR, with agency level configuration controls and standardized hiring workflows to ensure compliance and auditability across sites. Rollout activities emphasized policy driven role segregation, training for HR staff and hiring managers, and ongoing operational support to maintain integrations with payroll, performance management, and RAIN HR interfaces.

In 2011 the State of Wyoming selected WebChart EHR as an ONC certified, no cost platform provided by WebChart via Medical Informatics Engineering to onboard Medicaid providers statewide. WebChart EHR functions as the Electronic Health Record foundation for the Wyoming Department of Health program, supporting population health management and health information exchange integration across public health and Medicaid provider networks.
The implementation concentrated on provisioning clinical workflows and user accounts across dozens of Medicaid provider sites, with configuration centered on population health reporting modules and HIE interface capability. Deployments included patient registry configuration, reporting feeds, and clinical documentation workflows consistent with Electronic Health Record functional expectations for care coordination and population level reporting.
Integrations emphasized HIE interfaces to enable data exchange between provider sites and statewide exchange infrastructure, consolidating tens of thousands of patient records into the platform. Operational scope was statewide, focused on Medicaid providers and public health reporting pathways managed by the Wyoming Department of Health.
Rollout began in early 2011 and expanded incrementally, with the Department of Health coordinating provider onboarding and data governance processes to standardize reporting and HIE participation. The program used the ONC certified WebChart EHR as a no cost option to accelerate provider adoption while centralizing population health and HIE workflows under state oversight.
