The program emphasized process documentation and alignment, achieving 95% approval alignment on process documentation to support migration sequencing and cutover planning.
Operational coverage was finance organization centric, with program management overseeing multiple workstreams including ALM, Revenue and Receivables, Accounts Payable, Vendor Income, and AP Match Modernization. Program artifacts included an S4 Program Plan and bi-weekly status reports for 90 plus stakeholders, structured design workshops for AP Match Modernization to reduce manual interventions, and business cutover planning for Go Live readiness.
Target developed and implemented an S4 Program Governance Framework to centralize decision making and risk management, which reduced decision making delays by 30% and accelerated the Change Approval Board process. Risk and issue management was optimized, closing 100% of 421 RAID items prior to S4 handoff and reducing unresolved technical debt from 60+ to 22 open RCRs, while approval cycle time shortened from over 4 weeks to under 2 weeks.
Governance and cadence drove stated operational outcomes, including 90% on time business milestone completion and 100% cutover readiness with minimal unplanned downtime. In 2018, Target deployed Workday Absence Management as part of a broader Workday rollout to modernize HR capabilities and achieve greater organizational agility. The Workday Absence Management implementation sits within the Absence and Leave Management category and enabled Target HR team members to reconfigure business processes quickly without code changes that require developer deployments.
The deployment included Workday Human Capital Management, Payroll, Compensation, Time and Absence, Recruiting, Learning, Onboarding, and Talent Optimization modules, with Absence Management integrated into the Time and Absence functional area. Workday provided multiple testing environments that Target used to model and analyze configuration changes and to evaluate software updates prior to production, supporting configuration-driven workflows and automated validation during release cycles.
When connections to other vendors systems were required, Target used Workday’s integration tools to build and modify integrations and to validate results in the same test environments, maintaining change control across integration points. Operational ownership centered on Target HR teams, with the implementation impacting absence and leave administration, payroll interfacing, talent processes, onboarding, and learning workflows.
Governance was structured around configuration-first change management, using sandbox and test tenants to assess process changes before rollout and to reduce reliance on development cycles. The Workday Absence Management implementation provided the foundation, flexibility, and speed cited by Dana Klein, director of technology at Target, as key outcomes for the HR software platform.

In 2020, Target implemented IBM Maximo for Enterprise Asset Management to support Engineering and Facilities work management across its Distribution Centers and Fulfillment Centers. The implementation positioned IBM Maximo as the operational CMMS platform for creating and assigning work orders, scheduling preventive and corrective maintenance, and maintaining an enterprise asset registry.
IBM Maximo was configured to manage core EAM modules including work order management, asset and job plan configuration, preventive maintenance scheduling, storeroom and MRO spare parts inventory control, purchase order creation, and reporting for E&F leadership. The configuration included structured work packages and technician-level job plans to support kitting and efficient team member project execution, reflecting CMMS technician responsibilities for organizing, planning, and scheduling maintenance work.
The deployment included explicit operational integrations and touch points, notably exchange of purchase order and invoice data with Target financial payment systems via the EFAA process for procurement and payment workflows. Operational coordination was maintained with external vendor service providers, including use of Amerit Fleet Management Services for trailer maintenance, and procedural interfaces with the yard management system and site security to capture red tag status and update Out of Service reports.
Governance and operational ownership were centered in the Engineering and Facilities organization, where CMMS technicians and E&F operations managers own data integrity, asset setup, parts master records, and work order prioritization rules. Routine responsibilities documented in the environment included MRO cycle counting, vendor invoice validation, emergency repair coordination, and producing maintenance reports from IBM Maximo to inform leadership decisions and daily operations.
