In 2012, Thurrock Council implemented Oracle OBIEE to deliver a dedicated HR Dashboard for managers. The Oracle OBIEE deployment addressed Analytics and BI needs by giving Directors and Managers self service access to workforce analytics to analyze productivity, evaluate the Talent Profile and assess Training and Development needs.
The implementation focused on interactive HR dashboards and operational reporting, configured to present KPIs such as headcount, productivity indicators, skills inventory and training completions. Oracle OBIEE artifacts included subject area models, dashboards and scheduled reports with parameterized filters and drill down capabilities to support manager level decision making.
Architecturally the solution consolidated HR transactional records and learning data into an analytic schema via BI dataflows and reporting extracts, enabling integrated views of personnel, role and training metadata. The Oracle OBIEE implementation applied security and access controls to limit views by directorate and managerial role, supporting department level analysis across the council.
Governance defined report ownership and a regular reporting cadence for workforce reviews and talent planning, embedding the HR Dashboard into managerial workflows. The HR Dashboard created in Oracle OBIEE is used by Thurrock Directors and Managers to inform workforce planning, Talent Profile evaluation and identification of Training and Development needs.
